The Treasury Inspector General for Tax Administration (TIGTA) has publicly released a memorandum submitted to Treasury Secretary Janet Yellen titled “Management and Performance Challenges Facing the Internal Revenue Service for Fiscal Year 2024.”
According to TIGTA, the details in the memorandum are required to be submitted for inclusion in the annual Department of the Treasury Agency Financial Report. It included TIGTA’s “perspective on the most serious management and performance challenges confronting the Internal Revenue Service.”
Specifically, the memorandum “evaluates IRS programs, operations. and management functions to identify the most vulnerable areas in the Nation’s tax system.” It takes into account the IRS’ long-term Strategic Operating Plan (SOP) released in April 2022, TIGTA said.
“Achieving the five objectives reflected in the SOP, through a series of initiatives and projects, will be the central challenge confronting the IRS for the foreseeable future,” the memorandum stated, adding that “these transformation efforts are a significant undertaking that impact all the management challenges discussed in this memorandum.”
For FY 2024, TIGTA identified the IRS’ top management and performance challenges as:
- Managing Inflation Reduction Act Transformation Efforts;
- Tax Law Changes;
- Taxpayer Service;
- Human Capital;
- Information Technology Modernization;
- Protection of Taxpayer Data and IRS Resources;
- Tax Compliance and Enforcement;
- Tax Fraud and Improper Payments; and
- Taxpayer Rights.
